Michael Dougherty, formerly director for law enforcement solutions and U.S. business development at Raytheon, has succeeded Janice Kephart as CEO of the Secure Identity and Biometrics Association.

“I’ll be working with our members to engage with government, the private sector and stakeholders on the advantages that flow from identity assurance,” Dougherty said Monday.

The more than 20-year public sector veteran previously worked as ombudsman of the U.S. Citizenship and Immigration Services, a legislative counsel at the Senate Judiciary Committee and senior policy advisor within the U.S. Department of Homeland Security.

He also held the roles of appellate litigator at the U.S. Justice Department‘s immigration litigation office and special assistant attorney for the eastern district of Virginia.

Kephart founded Washington-based SIBA and will remain as a member of the nonprofit group’s board of directors.
