Executive Profile: Jean-Louis Bruguière of Chertoff Group

Jean-Louis Bruguière

Jean-Louis Bruguière joined the Chertoff Group’s board of advisers in March 2010. He is an international expert on terrorism with more than 25 years of experience investigating serious crime and terrorism-related cases.

Bruguière has advised several states regarding the fight against terrorism and participated in numerous symposia in France and abroad. He was also appointed by the European Union as an “Eminent European Person” representing Europe in the United States within the framework of the U.S. “Terrorism Finance Tracking Programme/SWIFT.”

In 1976, he accepted the position of investigating judge in Paris, becoming responsible for investigating serious crimes. In 1981, following the abolition of the State Security Court, he was assigned cases linked to terrorism: Euroterrorism, domestic terrorism and international terrorism of Middle Eastern origin.

Since 1995, Bruguière led and coordinated the anti-terrorist section of the Paris Court of Serious Claims (Tribunal de Grande Instance) and promoted a strong relationship with his counterparts as well as with intelligence agencies around the world, eventually becoming its vice president in 2004.

At the court, he dealt with all the investigations concerning radical Islamism, in particular al-Qaida. He also dealt with inquiries into separatist organizations acting from abroad, including IRA, PKK and LTTE.

Bruguière has a master’s degree in public law, is an officer of the Legion of Honour and an officer of the National Merit. He has also been awarded the Silver Medal of the Spanish Guardia Civil and won the “Prix Diagola” 2007 from Spain.
