Executive Profile: James Kelly, CSC VP & GM for Defense Intelligence

James Kelly

James (Jim) Kelly is a vice president and general manager for Defense Intelligence with CSC and was a founder and managing partner for CenTauri Solutions, LLC, before it was acquired by CSC.

In his current position, Kelly integrated the former CenTauri defense intelligence practice into CSC’s larger organization to focus on delivering high quality services to the intelligence community and expanding  business within this highly specialized sector.

The expanded CSC division is a professional services firm that specializes in high-end consulting and technical services for the Department of Defense, the intelligence community, other components of the federal government and certain private sector clients.

Prior to founding CenTauri, Mr. Kelly was the Founder and CEO of Hawkeye Systems, LLC which later was integrated into its parent company Gray Hawk Systems, Inc. in preparation for its eventual sale. During this period Kelly served as Gray Hawk’s COO and led the growth of its revenue to the point where it eventually was acquired by ManTech International Corporation. At CenTauri, Kelly played a pivotal role in the development and execution of Gray Hawk’s growth strategy and was an indispensable member of a management team that was highly valuable to the acquiring company.

Prior to founding Hawkeye, Mr. Kelly was associated with Syntek Technologies where, working with Admiral John Poindexter, he held a key position working on the Defense Advanced Research Projects Agency Project GENOA which later became a cornerstone for technology insertion in the campaign against terrorism. Kelly’s private sector career can be characterized as having served in leadership positions of increasing importance in organizations meeting challenges in the national security and intelligence communities.

Mr. Kelly launched his professional career upon his graduation from the United States Naval Academy in 1977. Throughout his Naval and private sector careers he has maintained close ties with the Academy in numerous ways. A life member of the Naval Academy Alumni Association and Four Star member of the Blue and Gold organization, he has also served as a Trustee of the Naval Academy Foundation for six years. A generous donor of both his time and treasure, one of his proudest moments occurred when his son Ryan graduated as a member of the class of 2007.

Having served both as a Surface Warfare Officer and career Intelligence Officer, Mr. Kelly completed a twenty year Naval career. His service included operational assignments in direct support of the Iranian Hostage Crisis, the Korean Contingency Operations, Desert Storm, and the Iran-Iraq Tanker War. He served in staff assignments at NDHQ Ottawa, Special Projects Branch Chief for the Director DIA, Chief of the Global Command and Control Systems Branch for the JCS-J2, Director of the Information and Research Division of the UN’s Situation Centre and Chief of Staff for the Joint Deployable Intelligence Systems Program Office.

In addition to a B.S. in Naval Engineering and International Security Affairs from the Naval Academy, Mr. Kelly also holds an M.S. in Operations Research and Systems Analysis from The Naval Postgraduate School, Monterey, CA.

His personal awards include: the Defense Superior Service Medal, the Defense Meritorious Service Medal (Oak Leaf cluster), the Joint Service Commendation Medal and the Navy/Marine Corps Commendation medal (gold star). He also was awarded the Rufus Tailor Intelligence Professional of the Year in 1992.

Kelly and his wife Beth make their home in Annapolis, MD and are the parents of three sons; James, Ryan (LTJG, USN) and Brendan.
