5 Ex-Presidential Innovation Fellows Join Digital Govt Consultancy Skylight

Digital government consulting firm Skylight Digital has added former Presidential Innovation Fellows Chris Cairns, Robert Read, John Teeter, Geoff Mulligan and Kin Lane to its team.

Cairns served as a PIF in 2013 and co-founded the General Services Administration’s 18F organization and the technology transformation service, Skylight said Tuesday.

He will serve as a digital transformer at Skylight and bring his experience in digital transformation, production development and procurement to his role at the firm.

Read, who co-founded 18F with Cairns, will serve as a full-stack engineer at Skylight.

He served as a PIF in 2013 and specializes in the areas of data science, agile practices and software engineering.

Mulligan, who helped develop the internet protocol version 6 standard, will serve as an internet-of-things architect at Skylight.

Skylight also named Teeter and Lane to full-stack engineer roles.

Teeter held senior technology leadership roles and has experience in cloud computing, data science and software engineering, while Kin is an application programming interface professional with experience in cloud, enterprise software and API architecture.

Chapel Hill, North Carolina-based Skylight is a Small Business Administration-certified historically underutilized business zone firm founded in 2016 and works to deliver digital procurement and related services to support clients’ technology transformation efforts.
